China continues to promote Smart Cards application

-The National Golden Cards Project will mark its 15th anniversary in June，
  2008

The National Golden Cards Project, an initiative of the Chinese Government aimed at promoting the application of Smart Cards in China, has been implemented for 15 years. With the direct supervision of the central government as well as the close collaboration and joint efforts of related government agencies and local governments, the initiative has achieved significant results. The successful implementation of Golden Cards Project has not only strengthened the macro control of the central government over economic activities and improved the level of informatization of the country, but also effectively promoted the shift of government functions as well as the change in industrial management models and working methods and boosted the coordinated economic and social development. In the new historical period, the launch of the pilot application of smart label under the framework of Golden Cards Project is making substantial contributions to the effort of building a harmonious society in China.

To highlight the rich achievements of National Golden Cards Project over the past 15 years, and to summarize and promote the experiences in the pilot application of Golden Cards Project in industries and local areas, the State Leading Group Office of Golden Cards Project Coordination will organize a series of high profile activities in June, 2008, to mark the 15th anniversary of National Golden Cards Project. The memorial activities have won support from 18 ministries of the central government including the State Leading Group of Golden Cards Project Coordination, the Ministry of Information Industry, the National Development and Reform Commission, and the People’s Bank of China, as well as the top 6 telecom operators including China Mobile Group. To fully reflect the comprehensive and profound changes in the society brought by Golden Cards Project over the past 15 years, the host decides “the innovation and development of Golden Cards Project & creation of a harmonious society” to be the theme of the activities. “The Reporting Conference of the Application Achievements of the National Golden Cards Project” to be held in the Great Hall of the People on June 3, 2008 will look back at all the brilliant results of National Golden Cards Project over the past 15 years, highlight major application achievements of related ministries and pilot provinces and cities during the same period, and roll out longer term plans for the development of Golden Cards Project in the future.

As an important part of the series memorial activities, “The 11th International Fair of Smart Cards, China 2008” (SCC2008) will be held at China International Exhibition Center during June 4-6, 2008. As a Smart Cards exhibition event with the highest authority, the largest scale, the biggest number of exhibitors and the greatest influence in China or even the entire Asia-Pacific, SCC has become the top event for domestic and international Smart Cards vendors. Over the past 10 years, this fair has not only won the powerful support from authoritative organizations such as the Ministry of Information Industry and the State Leading Group Office of Golden Cards Project Coordination as well as different levels of user organizations, but also won the favor from leading international companies and numerous domestic and international Smart Cards vendors. The fair in 2008 will be organized by China Information Industry Chamber of Commerce and China Center for Information Industry Development (CCID) with the assistance of China National Registration Center for IC Cards and China National IC Cards Quality Supervising Test Center. Apart from continuing to showcase the advanced software and hardware technologies and devices related to the development of Golden Cards Project both at home and abroad, the fair will also specifically create two display areas—“The Reporting Area” and “The Display Area for Industrial Application Results”, to display the innovative technologies and application results of related national ministries as well as pilot provinces and cities in the development of the Golden Cards Project.

Together with SCC, the 6th China (Beijing) RFID International Summits, the Forum on the Application of Multifunctional Cards, the Forum on EMV Migration & Small-amout Payment, the Forum on IC Card Security Technologies, the Forum on Mobile Payment & RFID Application in Mobile Phones, the Forum on Testing Technologies & Platforms, the Forum on the Status Quo and Development of Foods & Drugs Safety Supervision, and the Forum on Intelligent Transportation & Harmonious Society will also be held. The forums will be closely related to the latest Smart Cards & RFID technologies and applications, to provide the freshest industrial technological feast for the participants.

It is worth noting that to encourage technological innovation and to promote the development of applications, the series memorial activities also include two awards—“The Outstanding Golden Cards Project Achievements Award” and “The 2008 Golden Ant Award of China’s Smart Cards Industry”. The first award is to honor the outstanding achievements of related government ministries as well as pilot provinces and cities in the development of Golden Cards Project. The second award is to recognize the innovative results in the development of technologies and products associated with Golden Cards Project by R&D organizations and related companies; “ant” refers to their assiduousness, like an ant gnawing a bone.
